Project Introduction
California Proposition 65, the Drinking Water Safety and Toxic
Substances Enforcement Act of 1986, was issued in November 1986.
Its purpose is to protect California residents and the state’s
drinking water sources so that the water sources do not contain
chemicals known to cause Cancer, birth defects or other substances
that harm reproductive development, and truthfully notify residents
when such substances appear. California Proposition 65 regulates
chemicals known to the state to cause cancer or reproductive
toxicity. More than 700 chemicals have been classified as such
chemicals and are subject to supervision.

The core requirements of the proposal: 1. The hazardous substances
listed in the proposal are not allowed to be discharged into
drinking water.
2. Provide clear and reasonable warnings (for listed substances, warnings are required unless the exposure level is extremely low and will not pose a risk).

Once a chemical is placed on the Proposition 65 list, manufacturers
and distributors will have one year to implement warnings and 20
months to cease the release of chemicals into drinking water
sources. After this date, the government or individual enforcers,
including individuals or organizations representing the public
interest, may take legal action against those who fail to meet the
standards.
Among the roughly 800 chemicals listed, consumer products
containing lead have been a source of concern over the past few
years. Lead was classified as a reproductive toxicant in 1987 and a
carcinogen in 1992. It can affect almost all parts of the human
biological system, including the central nervous system (which can
lead to dementia). Other symptoms include anemia, loss of appetite,
abdominal pain, constipation, insomnia, irritability, headaches and
fatigue. For children, lead can also affect physical growth and
intellectual development.

Testing fee
The California 65 testing fee is only a one-time charge for product
testing. There is no factory review, no annual review, and no
annual fees, audit fees and other follow-up fees. The specific
