In case of a power failure or in the event of a system broken-down,
if the roadblock is in a raised state, it can move the raised
roadblock cover to a horizontal position by manual operation; if
the roadblock is in the off state, it can raise the roadway cover
by manual operation to prevent the vehicle from entering.
