The abbreviation of China Metrology Certification "CMA" is the
English abbreviation of China Inspection Body and Laboratory
Mandatory Approval (China Metrology Certification/Accreditation).
According to the provisions of the Measurement Law of the People's
Republic of China, the measurement administrative department of the
people's government at or above the provincial level conducts a
comprehensive certification and evaluation of the testing
capabilities and reliability of the testing institution. This kind
of certification targets all product quality supervision and
inspection agencies and other types of laboratories that issue fair
data to the society; such as various product quality supervision
and inspection stations, environmental testing stations, centers
for disease prevention and control, etc.
Testing institutions that have obtained metrological certification
certificates are allowed to use the CMA mark on their inspection
reports; inspection reports with the CMA mark can be used for
product quality evaluation, results and judicial appraisal, and
have legal effect.
The country is currently promoting systems such as compulsory
metrological certification, review accreditation and "laboratory
accreditation" in which laboratories voluntarily participate, to
ensure the fairness, scientificity and authoritativeness of testing
institutions in providing services to society. These certifications
are based on the national It is based on laws such as the
Measurement Law, the Standardization Law and the Quality Law.

testing institutions that have passed the metrology certification
of the national metrology administration department will be awarded
the CMA metrology certification mark by the state. This mark can be

obtained laboratory qualification accreditation (measurement
certification) certificates can use the CMA mark on inspection
(testing, testing) certificates and reports according to the items
approved and listed on the certificate.

Certification/Inspection and Accreditation (Acceptance) Evaluation
Guidelines (Trial)", which was implemented on December 1 of the

metrological legal management.
3. Laboratory qualification accreditation (measurement
certification) is implemented at two levels. One is at the national
level, organized and implemented by the National Certification and
Accreditation Administration Commission; the other is at the
provincial level, organized and implemented by the Provincial
Quality and Technical Supervision Bureau, and the specific work is
undertaken by the Metrology and Certification Office (Measurement
Office). Whether it is national or provincial level, the
effectiveness of implementation is completely the same. Whether it
is national or provincial certification, the testing agencies that
have passed the certification are equally legally valid across the
country. There is no difference in effectiveness between different
handling departments.
4. According to the regulations on metrological certification
management, data issued by testing institutions that have passed
metrological certification and used for trade certification,
product quality evaluation, and result identification have legal
validity as notarized data. It is illegal for technical
institutions without metrological certification to provide
notarized data to the society, and any violation will be
prosecuted.
5. China’s testing institutions that have passed metrological
certification have covered agriculture, fishery, forestry,
machinery, post and telecommunications, chemical industry, light
industry, electrical engineering, metallurgy, geology,
transportation, urban construction and environmental protection,
safety protection, water conservancy and other industries and
departments, and have started A relatively complete range of
testing categories.
1. Laboratory qualification accreditation (measurement
certification) is one of the important tasks of legal metrology
management. For testing institutions, it is a mandatory approval
system for testing institutions to enter the testing service
market. That is, only institutions with metrological certification
qualifications and legal status of metrological certification can
provide testing services to the society.
2. National laboratory accreditation is consistent with the foreign
laboratory accreditation system and is a voluntary capability
accreditation activity. Through the laboratory's nationally
recognized testing technology institution, it is proven that it
meets the internationally accepted requirements for the
availability of calibration and/or testing laboratory capabilities.
The certification of testing institutions is strictly carried out
in accordance with provincial or national metrology certification
work procedures. It can be roughly divided into the following main
steps:
1. Submit metrology certification application materials (including
quality manual, procedure documents, etc.) to the provincial or
national metrology certification office;
2. The provincial or national metrology certification office will
conduct a written review of the application materials;
3. After passing the written review and in accordance with the
evaluation criteria of metrology certification, the provincial or
national metrology certification office will arrange to entrust a
technical review team to conduct on-site verification review;
4. Testing institutions that pass on-site review and meet the
requirements of the standards will be issued a metrology
certification certificate and a metrology certification agency seal
by the provincial or national Quality and Technical Supervision
Bureau, and publish them on the Internet.
