The gauges conform to IEC 62196-1:2014 clause 13.2.1 figure 6 table 7, IEC 62196-1:2022 clause 13.2.1 figure 11 table 2.
They are used to verify the screw type terminals shall allow the proper connection of copper or copper-alloy conductors having nominal cross-sectional areas as shown in Table 2 of IEC 62196-1:2022.

Screw type terminals shall allow the proper connection of copper or
copper-alloy conductors having nominal cross-sectional areas as
shown in Table 1.
For terminals other than lug terminals, compliance is checked by
the following test and by the tests of 13.3.
Gauges as specified in Figure 11, having a measuring section for
testing the insertability of the maximum specified cross-sectional
area of Table 1, shall be able to penetrate into the termina
aperture, down to the designated depth of the terminal, under their
own weight.
Screw type terminals that cannot be checked with the gauges
specified in Figure 11 shall be tested by suitably shaped gauges,
having the same cross-section as those of the appropriate gauges
given in Figure 11.
