1. China ROHS applicable standards and testing methods

2. China ROHS test items and limit regulations

(1) Lead (Pb) limit 0.1%

(2) Cadmium (Cd) limit 0.01%

(3) Mercury (Hg) limit 0.1%

(4) Hexavalent chromium Cr(V) limit 0.1%; pronunciation: chromium (gè)

(5)Polybrominated biphenyls (PBBs) limit 0.1%

(6)Polybrominated diphenyl ethers (PBDEs) limit 0.1%

3. Metal and non-metal materials

Metal materials only need to be tested for four items: lead, cadmium, mercury, and hexavalent chromium;

Non-metallic materials need to be tested for all six items.

4. Introduction to EU ROHS2.0
RoHS2.0 testing is an upgraded version of the old RoHS testing directive.

The old RoHS is the 2002/95/EC directive, which is voluntary. Buyers require this test.

The new RoHS is the 2011/65/EU directive, which is part of the CE certification. Directly entering European products requires RoHS2.0 certification (CE-RoHS certification). The new RoHS has a RoHS test report + RoHS certificate.

On the basis of China ROHS, phthalate 4P is added:

Di(2-ethylhexyl) phthalate (DEHP) 0.1%

Butyl phthalate (BBP) 0.1%

Dibutyl phthalate (DBP) 0.1%

Diisobutyl phthalate (DIBP) 0.1%

5. The difference between China RoHS and EU RoHS

1. Different control scopes

EU RoHS: Controls electronic and electrical products below 1,500 volts DC and 1,000 volts AC, except for exempted products.

China RoHS: refrigerators, air conditioners, washing machines, electric water heaters, printers, copiers, fax machines, televisions, monitors, microcomputers, mobile communication handsets, and stand-alone telephones. (On March 15, 2019, the first batch of 12 categories of electrical and electronic products that met the standard management catalog were released).

2. Different controlled substances

There are 10 controlled substances in EU RoHS:

Lead (Pb), mercury (Hg), cadmium (Cd), hexavalent chromium (CrVI), polybrominated biphenyls (PBB), polybrominated diphenyl ethers (PBDE), di(2-ethylhexyl) phthalate (DEHP), Tolyl butyl phthalate (BBP), dibutyl phthalate (DBP), diisobutyl phthalate (DIBP).

There are only 6 items of control in China’s RoHS:

Lead (Pb), mercury (Hg), cadmium (Cd), hexavalent chromium (CrVI), polybrominated biphenyls (PBB), polybrominated diphenyl ethers (PBDE).

3. Different supervision systems for production links

EU RoHS: The supervision method is mainly based on random inspections in the circulation field.

China RoHS: There is supervision in the circulation field, and supervision measures have also been strengthened in the production process (supervised by the Municipal Supervision Bureau and the Ministry of Industry and Information Technology). China RoHS requires product manufacturers in the management catalog to choose national voluntary certification or self-declaration, and submit the information Input into unified platform.

4. Different certifications

EU RoHS: EU RoHS does not have mandatory certification requirements, but the EU has formulated the hazardous substance process management system requirements IECQ-QC080000. Enterprises voluntarily apply for certification. The basic framework of this system is ISO 9001.

China RoHS: You must choose between "National Voluntary Certification" and "Self-Declaration". There are four certification methods for National Voluntary Certification.

5. Self-declaration

EU RoHS: No mandatory requirements.

China RoHS: You must choose between "nationally promoted voluntary certification" and "self-declaration".

6. Labeling requirements

EU RoHS: No labeling requirements.

China RoHS: There are labeling requirements, namely the "Management Measures for the Use of Green Product Labeling", which will be officially implemented on June 1, 2019.

7. Requirements for testing institutions

EU RoHS: Provide third-party testing reports as needed. The testing institution is an ISO/IEC 17025 certified laboratory, which is my country's CNAS accredited laboratory.

China RoHS:

(1) Nationally promoted voluntary certification: Certification sample testing should be completed by an inspection and testing agency contracted by the certification agency and meeting relevant capabilities and qualification requirements.

(2) The test report in the self-declaration can come from the manufacturer or production enterprise’s own laboratory that meets the corresponding technical capabilities, or it can be a qualified third-party inspection and testing agency, or the supplier’s inspection of all components, parts and A compliance report is compiled based on the determination of hazardous substances in components and raw materials.

8. Detection methods and splitting rules

EU RoHS: IEC 62321.

9. Publicity requirements

EU RoHS: There is no mandatory requirement, mainly to transfer relevant information between the upstream and downstream of the supply chain;

China RoHS: Whether it is a national voluntary certification or a self-declaration, it needs to be reported to the public service platform for the restriction of the use of hazardous substances in electrical and electronic products to achieve data sharing.
