MARPOL is an international treaty designed to prevent pollution of the oceans from ships. It lays out a set of rules and regulations governing the discharge of sewage, wastewater, and oily sewage from ships into international waters.
In order to maximise the prevention of pollution, ships need to be equipped with specific connections to enable them to connect to shore connections for the discharge of sewage and wastewater. To this end, CB/T3657-2011 specifies the requirements for such connections.

According to Article 13 of Annex I of the International Convention
for the Prevention of Pollution (MARPOL), this international shore
connection is used to discharge residues from the ship's engine
room bilge and residual oil (sludge) tanks to the shore.
The pipeline system for entering and exiting the residual oil
(sludge) tank should not have any direct overboard discharge joints
except for the standard discharge joints mentioned above
